The Rules for downloading attachments and access to the FTP have changed. Read this Thread:

"Posts of substance" does NOT include posting a "Thank you" type message to someone's post.

NO ONE WHO DOESN'T ALREADY HAVE 15 POSTS IS GETTING TO KEEP A "THANK YOU" POST, BECAUSE THEY ARE ONLY BEING MADE FOR POST COUNT. ALL SUCH POSTS ARE BEING DELETED. AFTER YOU ALREADY HAVE 15 POSTS, YOU CAN POST "THANK YOU" WHENEVER YOU WANT.

Once you have 15 posts of some substance and you become a "Junior Member" the "Download FTP password" Announcement becomes visible.
