What are the requirements for starting a new thread at the request section?

Anyways, I am searching for the Software RT ToolBox2 which is referenced at the following Chinese Website:

My request was to ask the members here, who may be able to access this site and can help me get the software. Any help is much appreciated.

By the way I can officially download software from Mitsubishi download centre but I can't find this particular "RT ToolBox2" there.

The password link can only be accessed by registered members and it seems that
to view the password the registered member should pay about $2 for it.
