I usually use both PE Explorer and Resource Hacker. However, when working with delphi applications, the best option is probably XN Resource Editor. It was coded in delphi and was designed to possess special knowledge of delphi resources. Here is a link:

Both the first two aforementioned utilities are good, though have become a bit dated, and I'm not even sure of their current status. The third I've not tried.

HOWEVER, since this is a very legitimate question, I propose you posture it on a site that gets more wide-spread exposure, such as Stack Overflow (no link provided, go find it if you really don't know what I'm talking about). This seems more appropriate for that, than for this... as it is a general, legitimate, development question.

For now i think there is no resource editor that can handle Delphi XE2 executables, specialy 64bits and FireMonkey (correct me if i'm wrong).

For editing... IMO CFF explorer's Resource Hacker works the best ( or any text editor if you have the .rc files ;) ... never had much luck with XN Resource Editor, it usually corrupted whatever I was editing...

I use this one for editing and programming: http://www.resedit.net/ you can also save all the resources in a .rc script (also for compiled executables, useful if you want to rip dialogs)
