I made an account in baidu cloud which successfully gave me the ability to use and download from pan.baidu.com for free. they allow international numbers for registration and it worked for me.
Use your phone number to get the verification code, you need your phone number every time you login. For the rest, use google to translate the page and put your name, password, etc. and you're good to go. This method will logs you to the cloud directly and rid you of pan.baidu registration problems which rejects non-chinese phone numbers for some reason.

Just recently I made a baidu cloud account, the baidu AI registration trick above did not work for me (the SMS never arrived), however I had successfully used that method several years prior.

I had success registering using this method using the "DuSpeaker" application that is provided on this page:
