Updated WCrypt2 for Delphi

Wcrypt2 is an old unit for delphi that gives the programmer access to Microsoft's crypto API. Due to its age, it did not support any of the modern AES functions provided by the cryptoAPI. Since these functions are commonly used, I decided to update the unit to include these functions.
