Sorry but this function is implemented in XP/2003 server only.

Maybe you right, but MSDN say

Requirements
Client: Requires Windows XP.
Server: Requires Windows Server 2003.
Header: Declared in Winbase.h; include Windows.h.
Library: Use Kernel32.lib.

As I remember this was only one new function in debugging when XP came to us from Devilsown :)
