'double packing' used to correctly download RAR archives, coz some servers send RAR archive in text mode instead of binary mode. with zip archive there is no such troubles - all servers send them in correct mode. workaround is to create RAR archive with max compression and to pack (store) it inside zip.
so, you have correct archive in any case (even when rar isn't supported[configured] by the server)
