The legislation to obstruct various websites in the U.S. is still under consideration in the U.S. Congress and is not yet "law" in the U.S. There are many groups arguing both for and against the legislation. It is still not "law" at this time.

EDIT" Oops. Looks like I was thinking of something else. This was actually a move by the FBI and various countries to shut down Megaupload, which was a "for profit" operation distributing copyrighted materials. You can find an article about the event here:
