I have been Unix/Linux administrator for almost 7 years, so I also know something about FTP servers.

Fine tuning FTP server settings will help but a little. As soon as changes in settings have been done, traffic will increase, and it will end up same as before.

The real solution is to have more FTP servers like exletols so people will not depend upon one. It takes money and other resources to run a server for large traffic and that is why people should respect those ones who run a server.
