As in title. What are request sections requirements?

I'm a bit tired that I can't do anything on this site (really, people with ranks dont experience this - but we do, we cannot do almost anything here).

I wanted to post a request for DMDE software (DM Disk Editor), but I can't even open thread there.

Is there any plan to ease the restrictions for new users? I mean come on, it's hard enough to get to this forums and if someone is here for few years I think its pointless to keep so much restrictions. We can't even send/receive PMs.
