Figured out what's going on
the culprit was the wrong OpenSSL dlls being placed nearby the .exe
Please delete 32 bit dlls: ssleay32.dll and libeay32.dll
then put near .exe missing dlls: libssl-1_1-x64.dll and libcrypto-1_1-x64.dll
once you do that (also make sure you have got the required MS redist (msvcr100 for OpenSSL x64) and 140 for app itself
