A native Windows port of the GNU Compiler Collection (GCC)

MinGW: A native Windows port of the GNU Compiler Collection (GCC), with freely distributable import libraries and header files for building native Windows applications; includes extensions to the MSVC runtime to support C99 functionality. All of MinGW's software will execute on the 64bit Windows platforms.

Uhhh, what does this have to do with Source Code exactly? (As in why is it in the source code section for those who take my statement literally)

Nowadays I would suggest using mingw-w64 with MSYS2 as shell. Mingw-w64 is more complete and actually gets new versions.

With MSYS2 you can use pacman as a package manager and install mingw-w64.
