How is this different from using Poweshell?

reg add "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\AppModelUnlock" /t REG_DWORD /f /v "AllowDevelopmentWithoutDevLicense" /d "1"

I don't have access to the attached file, and the reason I am asking.
