I've made AWS accounts, used Lightsail server + Linux + OpenVPN in the past, these work very well... however, yes the cost and personal attribution makes this problematic.

Seems like the state of affairs is just that.

I will suggest go with Vultr. They have cheap linux VM with dedicated ip ($5) if you want to. I use it for hosting small applications. Been solid service and uptime.

Vultr and DigitalOcean already abused too much. Most of the IPs from there are already blacklisted. So not much of use for VPN. Already tried.
Should be okay for hosting though.
