I changed line mode as per forum informed---- below cfg file
DBGTOOLS = "C: \\Program Files\Windows Kits\\8.1 \\ Debuggers\\x64\\ ";
mode:1
(dbg_windbg.cfg -- ida.cfg)

its says

---------------------------
The file can't be loaded by the debugger plugin.
Please verify that the parameters are valid.
---------------------------
OK
---------------------------
