Personally i used & tested most available software, and the result is case by case
It's not a mater of best soft
It's a mater of how many damage was done after the format
If it's format only or deleted Partition without new OS install you can recover 99.99%.

You may try DMDE (DM Disk Editor and Data Recovery Software). It helped me in situation.

Can we just connect the disk to another PC and do a data recovery?
I used to have EaseUS Partition Recovery for deleted data, never have the formatted one. But for hard damage, they recommends EaseUS Data Recovery Wizard.

My personal experience try
"R-Studio" and "File Scavenger"
Also "Active @partition recovery" highly recommend in your case

What Rebirth said.

Important thing is you pull the disk immediately and start running a recovery. Even free software will do a decent job of getting data back, there isn't one application that can be pointed as as the 'best'
