I'm not sure about this device in particular. I know some microcontrolers would have a security fuse, when blown you couldnt read the memory. What people started doing is drilling into the substrate and reconnecting the fuse. You would see ads in magazines for companies doing this.

Then some manufacturers started putting important circuitry over the fuse, so you would destroy the device if you try to drill to the fuse.

With early revisions of that chip there was a way to read it out even when the security was set. I'm not sure if it is still possible with newer revisions. (by supplying it with wrong voltage variations, it was possible to reset the security bit without erasing the other content)

I'm sure google will present you with more info :-)

update: quick search on google hxxp://www.cl.cam.ac.uk/~sps32/

It was possible with early 16C84 devices as mentioned above, but I am not aware of any method for the newer 16f84 range - many have tried.

There are a lot of links on the web to 16c84 and the lock bits.
I mentioned the 16c84 as a reference to where the idea possibly came from.
The actual question is regarding the 16f84 and the simple answer is no, sorry.

There was some solutions with extended temperature ranges (overheating and cooling down to -60 C), combined with incorrect power supply, but you must own many chips - success is in best case 50/50 (i'll not write about the worst case ). However, this solution applies to "f" series devices too.
I'm not tried this method by myself ...

P.S.
As said before, there is not possible to 'skip' security byte, this 'byte' is hardware structure, not a memory location.

ehhh,...

It is easy to play if you protect some pic and it is not big deal if you chrash or delet data inside of it, but any smart solution if you buy some interface, dongle or something eles which you wan to read.....
so any of sw which can detect is it fuse protect, only read protect or how many solution it have...for start and is it diferent solution for diferent pretect(he,he)...
Yes I know it is hard, but we are here to discuse about it!
People tahx for answer!

There was some solutions but very close to chip destruction - and does not work for every chip. It's a combination of rise/drop VDD and chip reading. Check elektroda.
