Buying VMProtect

Some time ago I asked info@vmpsoft.com via email about more info on VMProtect but I only got a brief response that due to reciprocal sanctions (as I understood it) it is not possible to buy VMProtect license in the EU.

Does anyone have similar experience?

Sorry if this question is off-topic, I have no idea where else to ask.
