The idea was to downgrade from OptionalHeader MajorOperatingSystemVersion and MajorSubsystemVersion to make it run on older System like Windows XP; files still doesn't run due to missing Apis. In the end I just used VS Community 2017 with tools set 141 for XP. I think that source code will be usefully for further projects so this is why I share it.
