Note that CFF Explorer is free yet has not been updated in a long time though it hardly needs it given only modest changes to PE so its still a great utility:

Try Hiew. It can edit sections (all fields), can recalc CRC and also you can view and edit sections contents, including import, export, code, etc. The only problem is adding new section, it is less trivial, but possible in hiew also

+1 for LordPE... (even it only supports only 32b, I mainly work in 32bit architecture)

CFF Explorer contains enhanced PE32/64 with fields description, utilities, a hex editor, and support NET structures.
