DnSpy "The file isn't a .NET PE file" warning

I am trying a .NET compiled programme. It has a licence check dll. I uploaded it to http://www15.zippyshare.com/v/0zrLzclV/file.html

I failed it to unpack/disassembly. All tools which I tried failed as follows:

DnSpy : Shows only segments, no disassembly
de4dot: WARNING: The file isn't a .NET PE file
CFF Explorer "File Info: No match found.”
Net Reflector closes with error.
IDA Error OpenScopeOnMemory code 0x80030002. And says nothing to decompile

I am stuck at that point. Could you give me a hand?
