Editing a .key file?

Is there anyway possible to edit a blah.key file?

I want to update my version of IDA Dissasembler, and you need a ida.key file no older than 5/2003. Just so happens that my version is 2/2001, so I have no idea what to do. Can this be done with SoftIce or some type of debugger?

Any assistance is appreciated.

The ida.key file is attached below, if someone wants to take a look.
